Abstract
The Ordinance provides for the establishment of the National Seed Board and the Seed Certification Agency to carry out all related tasks (arts. 3 and 8). It also appoints any Laboratory to serve as Seed Laboratory or creates ad hoc Seed Laboratory to analyze seeds (art. 4).
Furthermore, the Ordinance provides for the certification in terms of quality and variety of seeds to be sold and used for agricultural reasons (art. 5), and the specification of the minimal limit of germination and purity of any certified seed as per type or variety (art. 6). The Ordinance also regulates the sale of certified seeds as well as the concession of a certificate by the Certification Agency in order to sell, trade or supply any certified seed (arts. 8 and 9). Seed Inspectors will be appointed to enforce the Ordinance (arts. 14 and 15) and Seed Analysts shall provide a report on their findings on the examined seeds (art. 16). Penalties will be applied (fine, conviction or both). In case of conviction, the seeds will be confiscated by the Government.
