Abstract
The Ministry of Environment and Water of the Republic of Bulgaria and the Ministry of Environmental Protection of the Republic of Serbia have signed an Agreement on Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) in a transboundary context. Main objectives of this Agreement are as follows: Establishment of a mechanism for conducting an environmental impact assessment and a strategic environmental assessment when carrying out their activities in a transboundary context; Adoption of environmentally sensible decisions to the agreement in the authorization of a proposed activity/plan/programme, with particular emphasis on the reduction of significant adverse effects, especially in a cross-border context; Approval of the proposed activity/plan/programme on the basis of the national legal and/or administrative provisions of the Parties to the Agreement and the policy to provide an assessment of the impact on environment and human health when carrying out their activities in a cross-border context; Implement environmental impact assessment as a necessary tool to improve the quality of information on environmental factors at an early stage of the decision-making process of all competent authorities.
