Decree No. 7 of 14 January 2019 on the adoption of Regulations for the structure and activities of the National Institute of Meteorology and Hydrology.

This Decree here proclaims the adoption of the Regulations for the organization and activities of the National Institute of Meteorology and Hydrology (attached to this publication), which shall regulate the structure, activity, organization of work and the number of personnel of the National Institute of Meteorology and Hydrology (NIMH). National activities of NIMH are as follows: 1. maintenance of systems for meteorological, hydrological and agrometeorological observations (monitoring) on the territory of the Republic of Bulgaria as a regional component of the Global Integrated Monitoring System of the World Meteorological Organization of the United Nations (WMO); 2. control, processing and analysis of information from hydrometeorological monitoring; 3. issuance of meteorological, hydrological and agrometeorological forecasts; 4. development and maintenance in operational mode of specialized systems for early warning in cases of natural disasters of hydrometeorological origin; 5. preparation of assessments of the potential of renewable energy sources; 6. scientific research, applied science and operational activity related to modeling of meteorological and hydrological processes and phenomena and the spread of pollutants in the atmosphere and the sea; 7. climate study, assessment of water resources; 8. fundamental and applied scientific research, training of doctoral students and highly qualified specialists independently, as well as jointly with higher schools and scientific organizations; 9. publication and distribution of publications in the field of meteorology and hydrology; 10. hydrometeorological service for state institutions and society; 11. other functions and activities established in a normative act or assigned by the Minister of Education and Science. International activities of NIMH are: 1. fulfillment of the obligations of the Republic of Bulgaria to the WTO and in other international organizations according to international treaties; 2. exchange of hydrometeorological information through the regional telecommunication center in Sofia between the national meteorological services of the countries in its area of responsibility, the regional and world meteorological centers of the Global Telecommunication System of the WMO; 3. providing a specialized maritime forecast for shipping in the Juliette region (Western Black Sea) according to the International Convention for the Safety of Life at Sea (SOLAS); 4. monitoring and studying global and regional climate changes according to the UN Framework Convention on Climate Change; 5. exchange of information of the International Atomic Energy Agency (IAEA) through the regional telecommunications center in Sofia according to the agreements between the IAEA and the WMO; 6. receipt, distribution and use of satellite information from EUMETSAT.
