Abstract
This Order is divided into 5 sections: Fishing regime for the Black Sea (I); Fishing regime for the river Danube (II); Fishing regime in internal reservoirs constituting industrial fishing waters (III); Sports fishing (IV); General provisions (V).
Provisions of section I restrict fishing in the Black Sea by establishing close seasons and or protected zones for the fishing of specified fish sometimes specifying the with kind of gear. All kinds of bottom trawling and the use of dragging fishing equipment shall be prohibited in all Bulgarian waters (art. 3). Pelagic trawling shall be prohibited in zones specified in article 4. Section II establishes close seasons for the Bulgarian section of the Danube in accordance with the Fishing Agreement for the River Danube. Section III makes provision for fishing in industrial fishing waters in the sense of article 3 of the Fishing Husbandry Act. Each reservoir shall be divided into 3 zones: zones for industrial fishing; zones for sports fishing; and zones for natural reproduction of fish (art. 10). These zones shall be established for each reservoir by the respective organization or persons managing such reservoirs for "primary" purposes or fish husbandry, jointly with fishing unions and local authorities. Article 11 provides for reservoirs being property of former cooperatives. Article 12 establishes close seasons for the reservoirs. Restrictions on fishing remain valid for each year to come except the restrictions under section II which shall be valid for 1995 only (sect. 4(1)). Other provisions of section 5 deal with the prohibition of catching, transportation, selling and purchasing of young fish used for fish breeding, the control on the import and sale of fish, fishing methods, fishing under ice, sports fishing, use of boats in waters other than the Black Sea or the river Danube, data collecting and reporting on fishing activities, permits for industrial fishing. The Order is completed by an Annex, made under paragraph 2 of section 5, in which the size of young fish is specified for various species.
