General strategy for the management and development of hydromeliorations and protection from the harmful effects of water.

This Bulgarian Implementation program of the Decentralization Strategy for the period from the year 2016 until the year 2019 is an operational document which offers more specific issues and set of planned actions aimed at realizing the objectives laid down in thematic framework document (Decentralization Strategy for the period 2016-2025). It describes in detail the implementation based on the strategic objectives set out in the Strategy. The time span of the program is 4 years. The structure of the Program for the implementation of the Decentralization Strategy is prepared according to strategic objectives, and each strategic objective is decomposed into priorities. Each priority is related to the development of a specific area of action that has a positive contribution to the achievement of the respective strategic goal. Achieving development in each priority is ensured by specific measures. For the implementation of each of which responsible institutions have been determined. The results of the analyzes carried out, the distribution of the key factors, the views on the development of the stakeholders expressed during the discussions outlined the need for the formation of four strategic objectives, 12 priorities and 32 measures that offer solutions to the diagnosed problems and areas for interventions during the period 2016-2019 year in the field of decentralization.
