Law on the census of agricultural holdings in the Republic of Bulgaria in 2020.

Abstract
This Law regulates the preparation, organization and conduction of the census of agricultural holdings on the territory of the Republic of Bulgaria in 2020, that shall be prepared and executed by the Ministry of Agriculture, Food and Forestry. The Law is divided into seven main Chapters as follows: General (1); Objects of registration (2); Competent authorities (3); Financing of the census (4); Order and method of conducting the census (5); Data confidentiality and privacy protection (6); Administrative and penalty provisions (7).
The census shall be performed in order to generate the necessary integrated statistics for establishing the structure and determining the state of agricultural holdings, including the data collection on production and production methods, measures and sub-measures for rural development and agri-environmental indicators. These actions shall provide a harmonized, comparable and consistent statistics using standard classifications and common definitions of the variables studied for all Member States of the European Union, here also for the purpose of respecting the rules of the Regulation (EU) 2018/1091 of the European Parliament and of the Council of 18 July 2018 on integrated farm statistics and repealing Regulations (EC) No 1166/2008 and (EU) No 1337/2011.
Overall farm surveys, object of this text, shall start at 8 am on 1 September 2020 and end at 20.00 on 18 December 2020. 1. This kind of survey shall include all agricultural holding, farmers and managers of agricultural holding; all land used for agricultural purposes; all farmed animals; used agricultural equipment; workforce and other gainful activities on holdings, also on zones with undertaken support measures and sub-measures of the Rural Development Programme; facilities and/or buildings used for or by animals. The main sources of administrative data for the census shall be: the integrated administration and control system (IACS) established by Regulation (EU) No 1307/2013 of the European Parliament and of the Council of 17 December 2013 establishing rules for direct payments to farmers under support schemes under the of the common agricultural policy and repealing Council Regulation (EC) No 637/2008 and Council Regulation (EC) No 73/2009; the system for the identification and registration of bovine animals established by Regulation (EC) No 1760/2000 of the European Parliament and of the Council of 17 July 2000 establishing a system for the identification and registration of bovine animals and on the labeling of beef and beef products and repealing Council Regulation (EC) No 820/97; the system for the identification and registration of ovine and caprine animals set up by Council Regulation (EC) No 21/2004 of 17 December 2003 establishing a system for the identification and registration of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and Directives 92/102/EEC and 64/432/EEC; the vineyard register established in accordance with Art. 145 of Regulation (EC) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishing a common organization of agricultural markets and repealing Regulations (EEC) No 922/72, (EEC) No 234/79, (EC) No 1037/2001 and (EC) No 1234/2007; the organic register established under Council Regulation (EC) No 834/2007 of 28 June 2007 on organic production and labeling of organic products and repealing Regulation (EEC) No 2092/91; and administrative sources related to specific measures and sub-measures of the national Rural Development Programme.
The Annex is also part of this text (list of necessary data and technical issues; census criteria list, in Annex 2).
