Abstract
This publication contains the Republic of Bulgaria National action programme for sustainable land management and combating against desertification aimed for the programmed period from 2014 until 2020. This National action programme has been developed in accordance with Part III, Section 1, articles 9 and 10 of the United Nations Convention to Combat Desertification (UNCCD).
The Programme is divided into five main Parts as follows: (1) Objectives of sustainable land management and the UN Convention on combating desertification; Nature and approaches in the development of National Action Programme for Sustainable Land Management and Combat Management Desertification. (2) Analysis of land degradation and land management in Bulgaria. (3) Strategic goals and strategic directions of the National action programme for sustainable land management and combating desertification. (4) Resources, economic mechanisms and support schemes for implementation of the National action programme for sustainable land management and combating desertification. (5) Monitoring/surveillance and evaluation of the implementation of the National action programme for sustainable land management and combating desertification.
This text covers the following related topics: analysis of the state of the earth's resources (including important factors such as soil quality and composition, water resources, plants and animals); factors determining the degradation processes; land management legislation, policies and strategies also used for fighting against desertification; role, participation and responsibilities of local government; role, participation and responsibilities of business organizations and associations; scientific information support and international cooperation for achievement of targeted objectives of sustainable land management and combating desertification; role of education; role, participation and responsibilities of non-governmental organizations; public informing and participation; and role, involvement and responsibilities of owners and users of agricultural land.
The general objective of this Programme is here identified as limiting the land degradation and combating land degradation and desertification on the territory of the Republic of Bulgaria, for the purpose of conservation and development of overall ecosystem capacity, by achieving a clean, safe and attractive environment, economical stability and improved quality of life.
Specific strategic objectives are: (I) Improving the national legislation and policies for sustainable land management and fight against desertification; (II) Preserving and improving the potential of land resources and their sustainable use; (III) Use of science and education in support of policies for sustainable land management and combating against desertification; (IV) Integrating and implementing policies at the local level; and (V) Improvement of thematic information exchange and public participation in related decision-making processes.
