National Development Program Bulgaria 2030.

This Bulgarian National Development Program planned until the year 2030 is a framework a strategic document of the highest order in the hierarchy of national program documents, determining the vision and general objectives of development policies in all sectors of government, including their territorial dimensions. The document defines three strategic goals, for the implementation of which it groups the government's intentions in five areas (axes) of development and raises 13 national priorities. The Operational Strategy for the implementation of this Programme (for the period 2022-2024) is an integrated part of this text (Section III).
The three strategic goals identified are: accelerated economic development, demographic upswing and reduction of inequalities, for the realization of which the intended targeted policies and interventions that are grouped into five interconnected and integrated axes of development - Innovative and intelligent Bulgaria; Green and sustainable Bulgaria; Connected and integrated Bulgaria; Responsive and fair Bulgaria; Spiritual and vibrant Bulgaria. Priorities are listed here as follows: 1. Education and skills; 2. Science and scientific infrastructure; 3) Intelligent industry; 4) Circular and low-carbon economy; 5) Clean air and biodiversity; 6) Sustainable agriculture; 7) Transport connectivity; 8) Digital connectivity; 9) Local development; 10) Institutional framework; 11) Social inclusion; 12) Health and sports; 13) Culture, heritage and tourism. Horizontal policy approach in this text also includes issues regarding the social welfare, balanced demographic development of the population, creation of conditions to ensure gender equality with the aim of their active participation inclusion and participation in all spheres of public life, ensuring equal opportunities for people with disabilities in order to promote their full social inclusion.
