National emergency plan to combat oil spills in the Black Sea

The Bulgarian National emergency plan to combat oil spills in the Black Sea regulates the actions of the responsible Bulgarian institutions to counter emergency spills at sea and minimize their environmental and economic consequences. When developing this plan, the international conventions to which the Republic of Bulgaria is a party, the recommendations of the International Maritime Organization (IMO), as well as the national legislation specified in Appendix 1, were taken into account. The tasks of the plan are to ensure a timely and effective response in the event of a spill or danger of an oil spill through: risk assessment; information on the available means of communication and on the ways of carrying out information exchange and interaction when carrying out actions for the liquidation of oil spills; establishment of the priority coastal areas for protection and cleaning; provision and maintenance of minimally necessary equipment for countermeasures in case of pollution; maintenance of necessary personnel and operational organization for its operation; holding training sessions to evaluate and improve preparation; recommended actions in the event of an oil spill. The National Oil Spill Emergency Plan describes the basic procedures for responding to incidents and accidents in the marine environment.
