Abstract
The National program for the prevention, supervision, control and eradication of animal diseases, including zoonoses, in the Republic of Bulgaria for the period 2022-2024 specifies the schemes for the prevention, supervision, control and eradication of animal diseases, including zoonoses, in order to ensure the protection of animal health from infectious diseases and human health from zoonoses (diseases common to humans and animals). The program will be implemented throughout the territory of the Republic of Bulgaria for the period 2022-2024 and includes: 1. measures for the prevention, supervision, control and eradication of animal diseases, including zoonoses of importance to the EU and the Republic of Bulgaria, financed from the state budget; 2. maintaining diagnostic readiness for diseases of epizootic significance, for which research should be carried out in case of doubt; 3. preventive measures for diseases, which should be paid for by the owners of animals; 4. estimated financial costs for the implementation of the Program.
When planning the events included in the program, the following are taken into account: 1. the current regulations of the European Union, the Veterinary Medical Activity Act (VMA) and relevant regulations for the prevention, control and eradication of epizootic outbreaks of animal diseases, including zoonoses, as well as and plans for emergency actions (contingency plans); 2. the requirements of the World Organization for Animal Health (OIE) and the World Health Organization (WHO); 3. the priority diseases based on the list of diseases, according to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on contagious animal diseases and on the amendment and repeal of certain acts in the field of animal health ( Animal Health Legislation), their categorization in Implementing Regulation (EU) 2018/1882 of the 6th Commission on the application of certain rules for the prevention and control of diseases for the categories of listed diseases and for establishing a list of animal species or groups of animal species , which carry a significant risk of spreading the listed diseases. 4. the general measures to combat infectious and parasitic diseases of animals and birds, against which the veterinary medical authorities carry out the mandatory preventive and enforcement measures, according to Delegated Regulation (EU) 2020/689 of the Commission supplementing Regulation (EU) 2016/429 of the European Parliament and of the Council regarding surveillance rules, eradication programs and disease-free status for certain listed and emerging diseases and Commission Implementing Regulation (EU) 2020/2002 laying down rules for the implementation of Regulation ( EU) 2016/429 of the European Parliament and of the Council as regards the notification and reporting at Union level of listed diseases, as regards the formats and procedures for the submission and reporting of Union level surveillance programs and eradication programs diseases, as well as in relation to the application for the recognition of "disease-free" status and the computerized information system 5. the number of livestock breeding sites, herds and animals on the territory of the country; 6. the epizootic status of domestic and wild animals on the territory of the country; 7. the introduced measures for biosecurity and good farming practices in animal breeding facilities; 8. the introduced technologies for breeding the various species and categories of animals; 9. the epizootic situation in the countries neighboring the Republic of Bulgaria, the EU member states and nearby third countries; 10. the epizootic, epidemiological and economic significance of individual infectious diseases; 11. the movement of animals to and from the Republic of Bulgaria within the Union and/or third countries. 12. Ordinance No. 8 of 12.12.2003 on the procedure and conditions for issuing permits for the exceptions to the prohibitions introduced by the Law on Biological Diversity for animal and plant species from Annex No. 3 for animal species from Annex No. 4, for all species of wild birds, other than those from Annex No. 3 and Annex No. 4 and for the use of the non-selective devices, means and methods for catching and killing from Annex No. 5, after the BFSA/relevant administrations/organizations with functions under the program are provided for if necessary to submit an application for permits for the exceptions to the prohibitions introduced with the ZBR applications. National program for the prevention, supervision, control and eradication of animal diseases, including zoonoses in the Republic of Bulgaria is subject to revision and/or updating in the event of a change in the epizootic situation in the Republic of Bulgaria, the EU and neighboring third countries, based on a change of more than 10% in the number of livestock of individual species of animals in the country, as well as in cases of objective financial impossibility due to unforeseen force majeure circumstances that may have an impact on its implementation.
