National Waste Management Plan for the period 2021-2028.

This Bulgarian National Waste Management Plan for the programmed period from the year 2021 until the year 2028 plays a key role in achieving a resource-efficient and sustainable waste management, as the analysis of the current situation shows that in Bulgaria there is significant potential to improve waste prevention and its management, better use of resources, development of new markets, and new jobs, as at the same time reduce the harmful effects of waste on the environment by reducing various harmful effects of waste by preventing its generation and encouraging its reuse. The document formulates three strategic goals, with relevant programs, as follows: Strategic Goal 1: Reduction of the harmful impact of waste through preventing their formation and encouraging their reuse; Strategic Goal 2: Increasing the amount of recycled and recovered waste (also addressing the Program for achieving the objectives for preparation for re-use and for recycling of household waste; Program for achieving the goals for recycling and utilization of construction and demolition waste; and other like Sub-program for management of packaging and packaging waste); Strategic Goal 3: Reducing the quantities and risk of landfilled municipal waste (including Program for reducing the quantities and the risk of landfilled municipal waste). With the thus adopted National Waste Management Plan, Bulgaria sets ambitious aims for a smooth transition to a circular economy and joint efforts of public authorities, businesses, and citizens.
Sectors covered by this text are as follows: manufacturing and industry; households; state administration; retail; infrastructure; service activities. Priority waste types are here identified as food waste, household waste, industrial waste, construction waste and hazardous waste. Target groups are public institutions, households, municipalities, business, schools and non-governmental organisations (NGOs). It is envisaged that the objectives will be achieved through specific measures/activities, which are presented in the action plan that is made to support this plan. For each measure, the implementation deadline, value and possible sources of funding, expected result from implementing the measure, indicators for monitoring the progress and implementation of the measure. Measures of a different nature are included in the action plan of the programme, namely information-educational, economic, administrative-regulatory or normative. Some of the measures are aimed at several target groups and others at a specific target group (households, businesses, students, etc.) Several measures aim to promote and implement waste prevention in general through state administrative institutions, the preparation of recommendations for waste prevention as part of the guidelines of the MoEW for the development of municipal waste management programmes for the period 2021-2028.
