Abstract
The Bulgarian Plan for intervention in emergency situations related to supply difficulties or a significant interruption in the supply of oil and oil products is structured in three sections: Section I. Introduction-It provides a brief overview of the purpose of the plan and the main approach for a timely, effective and rapid response in the event of an emergency situation caused by a difficulty or a significant interruption of the supply of oil and petroleum products in the country, on the recommendation of the European Commission in connection with supply difficulties or a significant interruption of supply in one or more member states of the European Union, or in connection with an effective decision of the International Energy Agency to allocate reserves or a decision of the Council of Ministers in case of a crisis of a local nature; Section II. Authorities for the implementation of the Intervention Plan-Contains the functions and responsibilities under this plan of the Council of Ministers of the Republic of Bulgaria, the Minister of Economy and Energy, the Chairman of the State Agency "State Reserve and Wartime Stocks" and its relevant employees, the Customs Agency , National Revenue Agency, Ministry of Transport, Information Technologies and Communications and Ministry of Internal Affairs; and Section III. Implementation of the Intervention Plan- It describes the cases in which measures and actions are taken under this plan and the main phases of its implementation. The intervention plan includes: 1. Organization for its implementation, coordination and decision-making competence; 2. Possible measures and actions to impose general and special restrictions on consumption in accordance with the calculated shortage; 3. Release for use of part or all of the emergency stocks of oil and oil products and/or target stocks of oil products; 4. Priority distribution of oil products to certain groups of users, if the specific situation requires making such a decision; 5. Actions and measures related to the recovery of stocks allocated for use.
