Regulation on the application of the Law on ownership and use of agricultural land.

This Regulation offers the list of instructions and rules aimed at applying the provisions and general conditions stipulated by the Bulgarian Law on ownership and use of agricultural land (originally published in the Official Gazette of the Republic of Bulgaria 17/1991). This text also sets the list of characteristics of the land that will be considered under the terms of the above mentioned basic Law, and further sets the relations and interaction principles with other relevant national laws, such as Law on forests and Law on spatial planning.
The text is divided into 13 Chapters and 118 articles. The titles of Chapters are: General provisions (1); Public land (2); State land, municipalities and other legal persons (3); Allocation of the property of operational agricultural holdings and other organizations (4); Provision for state lands owned by former banks (4-a); Government property authorities (5); Financing (6); Use of agricultural lands (7); Chapter 8 was previously deleted; Agricultural land farming, agreement between owners (9); Rental or arrangement measures as regards the municipal government fund (10); Management, maintenance and sale of agricultural lands in accordance with the Bulgarian Law on ownership and use of agricultural land (11); Sale of agricultural lands from the state and municipal land fund (12); Land provisions within the article 8 of the transitional and final provisions of the Bulgarian Law on ownership and use of agricultural land (13).
The objective of these rules is to set the complete scheme of governance and land tenure relations and administrative procedures in order to establish a system that allows a functional use of all land parcels identified and classified as agricultural land parcels and present on the territory of the Republic of Bulgaria, including issues on state cooperative farms and state-owned farms, cooperation and interaction between farmers, restoration of productive qualities of the contaminated land, including the blockage of hazardous pollutants, and other good practice implementations.
