Regulation No 3 of 10 July 2019 on the procedure for identification, declaration, granting of status and for the definition of the category of immovable cultural objects, on access and subject to registration in the National Public Register of Real Estates.

This Regulation determines the procedure for identifying, declaring and granting the status of objects or sites denominated as Real Cultural Values, on the territory of the Republic of Bulgaria; further sets the order for establishing temporary regimes for protection of the declared sites of immovable cultural heritage and the regimes for preservation of the immovable cultural objects; the activity of the commission under the terms of the national Cultural Heritage Law; the order for access to the National Public Register of the Real Cultural Values.
The research and study of the objects of immovable cultural heritage shall be carried out by: crawls and studies on the annual territorial programmes; thematic studies and scientific expeditions; incidental studies in agricultural, public works, construction and other activities; studies at the request of natural and legal persons. The search and study activities shall provide the following research site data: name; location and territorial scope; owners, concessionaires and users; historical data on the creation and development of the site and its environment; main characteristics of the site and its environment-spatial and spatial structure, belonging to a certain historical period, to a certain scientific and cultural area; actual state and functions of the object and its environment.
