Three-year action plan for the implementation of the National Development Program: Bulgaria 2020 in the period 2018-2020.

The Three-year action plan for the implementation of the National Development Program: Bulgaria 2020 aimed for the planned period from the year 2018 until the year 2020 addresses specific issues regarding prospects for development that where planned in the main National Development Program: Bulgaria 2020, among updated statistics and measures that are consequential to linked national planning documents. This text contains the analysis of the state and development of the national economy in the first half of 2017; social dimensions and prospects of expected economic development; Progress in the implementation of the goals and priorities of the NDP: Bulgaria 2020 for the period from the beginning of 2013 to the middle of 2017; Report on the implementation of the measures laid down in the Action Plan for the implementation of the NDP: Bulgaria 2020 for the period 2017-2019; designated financial resources; Interim impact assessment of the implementation of the NDP: Bulgaria 2020; and preliminary assessment of the impact of the implementation of the measures. laid down in the Action Plan for the implementation of the NDP: Bulgaria 2020 in the period 2018-2020. Annex 1 contains the matrix with measures for the implementation of the NDP: Bulgaria 2020 in the period 2016-2018; Annex 2 provides the list of indicators for measuring the overall impact of the NDP: Bulgaria 2020.
The Action plan for the implementation of the NDP: Bulgaria 2020 for the period 2018-2020 defines and updates issues determined by eight main framework objectives (priorities, each with its thematic sub-priorities). These priorities are as follows: Priority 1 "Improving access to and increasing the quality of education and training and the qualitative characteristics of the workforce"; Priority 2 "Reducing poverty and promoting social inclusion"; Priority 3 "Achieving sustainable integrated regional development and using local potential"; Priority 4 "Development of the agricultural sector to ensure food security and to produce products with high added value under sustainable management of natural resources"; Priority 5 "Supporting innovation and investment activities to increase the competitiveness of the economy"; Priority 6 "Strengthening the institutional environment for higher efficiency of public services for citizens and businesses"; Priority 7 "Energy security and increasing resource efficiency"; Priority 8 "Improving transport connectivity and access to markets". In terms of balanced sectoral and structural development of the agrarian sector and in order to overcome the existing imbalance in the development of the two main sub-sectors of agriculture - plant breeding and animal breeding, as well as the individual production lines within them, instruments are used for direct production-related support, market measures and national support (transitional national aid and state aid). This three-year plan focused its support on most vulnerable and underfinanced sectors - animal husbandry, fruits and vegetables (field and greenhouse production), by applying the maximum amount possible according to European legislation.
