Government Programme of Action 2015-2018.

This Programme of Action is a nationwide multisectoral document with which the Government aims to create a society guided by justice, security, stability, and well-being in a framework that guarantees sustainable development, as well as provides citizens with necessary services, promotes economic diversification that favors competitiveness, induces investments, enhances the role of the sector private, increases human resources, making the citizen the pivot and driving force of this development. It sets out several strategic priorities (i) strengthening security, stability, the democratic system, and foreign relations; (ii) establishing a strong and diversified economy and a stable financial and monetary system by (a) creating an enabling regulatory environment for industrial and commercial activities, (b) improving Bahrain's connectivity with regional and international markets, (c) enhancing the participation of the private sector in the economic growth process; (iii) empowering the population to raise their contribution to the development process through (a) the improvement of the quality and efficiency of educational and health services, (b) providing housing services with the best possible quality, support, (c) ensuring care and effective social development, (d) empowering Bahraini women and raising their contribution to the development process, (e) meeting the needs of young people, developing their abilities and enabling them to interact with the changes of the times, and (f) providing suitable job opportunities for citizens and organizing the labor market; (iv) securing an infrastructure that supports sustainable economic growth which includes services concerning roads, sewage, electricity and water, air, land and sea transportation, and communications; (v) promoting the sustainable management of strategic resources while ensuring sustainable urban development which includes efficient use of resources and energy, use of new sources of renewable energy, achievement of food security by developing the agricultural sector (vegetable/animal) and fisheries, and land use efficiency, with particular priority to programs related to the protection of coastal and marine areas and to afforestation projects; (vi) enhancing the effectiveness and efficiency of government performance
The document focuses on (i) development of the agricultural sector, including the non deplation od stocks in fisheries and monitoring on illegal and unreported commercial fishing, development of aquaculture sector, controls at entry points for animals and plants; (ii) protection of water resources, with measures such as the inclusion of smart distribution tools, programs for distribution of water on farms, protection of groundwater reserves, exploitation of non-conventional and alternative water, in particular in the agricultural sector; (iii) food security to be achieved through controls on animal and plants' imports, support programs for farmers that provide financing and support for investments, development policies of food import channels that guarantee the quality of products, control over food prices; (iv) protection of the environment, which includes greater control and the renewal in the legislative field, as well as a series of measures to protect animal and vegetable wealth, also through a greater diffusion of areas for the protection of biodiversity, and a strengthening of sanctions for violations together with increased environmental education and civil society participation in projects.
