Abstract
This Government Action Program is a nationwide 4-year multisectoral document aiming at improving the country's and its citizens' standard of living by reaching a financial balance between expenditures and revenues in a climate of positive economic growth, monetary stability, and comprehensive development. The Program includes the most important directions, policies, and initiatives to be achieved over the pre-established period in a way that maintains security and stability, provides the necessary services to citizens to preserve their current gains, and works to improve their living conditions in the future. The Government aspires through its Action Program to achieve the following general objectives (i) invest in citizens by enhancing, improving and sustaining government services in education, health, and other sectors; (ii) create a safe and stable society; (iii) enhance sustainable development to achieve fiscal balance and maintain economic growth; (iv) support the private sector to drive national development and create opportunities for citizens and investors; (v) optimize the use of resources and ensure their sustainability for next generations; (vi) sustain social and economic development by adopting legislation and initiatives that support family stability and achieve gender equity; (vii) continue to finance development and infrastructure projects that promote growth and serve citizens; (viii) redefine the role of the public sector from being an operator to serving as a regulator and partner; (ix) support creativity and excellence, and highlight the role of woman, youth and sports in all governmental programmes and initiatives. The priorities set out by the Government to achieve these goals are as follows (1) strengthening the basic constants of the State and society; (2) financial sustainability and economic development; and (3) securing an environment supportive of sustainable development.
The main measures to create an environment supportive of sustainable development are (1) upgrading the services in particular in the fields of education, health, and the labor market; (2) raising the efficiency and effectiveness of the provision of government services by (i) infrastructure development and policies to support sustainable development; (ii) ensuring the quality and sustainability of services together with community empowerment; (iii) regulating environmental protection and sustainability through the development of national strategies to protect the environment and environmental awareness promotion, enhancement of the management of protected areas, protection of the diversity of wildlife, improvement of waste and hazardous materials management, and increase the monitoring to protect marine areas; (iv) enhancing the efficient use of resources and energy including their rationalization, the production and use of renewable energy, promotion of green building, also raising their efficiency standards, marine wealth preservation, and optimal use of water and the preservation of water resources; (v) promoting partnership with the private sector while raising the efficiency of the government sector; (vi) raising the productivity of government employees and enhancing creativity, knowledge, and innovation; (vii) strengthening oversight, accountability, and transparency; (viii) adopting modern technologies in various government sectors.
