Law No. 25 of 2026 amending some provisions of Decree-Law No. 28 of 1999 regarding the establishment and organization of industrial zones.

This Law, consisting of 2 articles, amends the original text as follows (i) institutional definitions and industrial area management: updates the definitions of “Ministry” and “Minister,” revises the organization and classification of industrial areas, regulates plot allocation based on planning requirements and investor needs, and establishes stricter conditions for expropriation of industrial facilities, including Cabinet approval and fair compensation; (ii) investment incentives and construction requirements: authorizes rent exemptions for land improvement and for encouraging certain projects and industries, and extends urban planning and construction requirements to industrial facilities, worker accommodations, and product display buildings; (iii) tenant obligations and lease management: expands tenants’ obligations regarding rent payment, project development and operation timelines, authorized use of industrial plots, restrictions on transfer or subleasing, maintenance and repairs, environmental protection, occupational safety, and compliance with approved plans; and strengthens the Ministry’s authority to terminate leases for non-compliance, misuse, failure to develop or operate projects, unauthorized transfers, or other specified breaches; (iv) enforcement, investigation, and inspection powers: introduces enhanced administrative measures and penalties for violations, including fines, suspension or closure of facilities, adjustment or withdrawal of leased areas, and lease termination; grants the Ministry investigation powers, establishes appeal procedures for Ministry decisions, and strengthens inspectors’ authority to monitor compliance and exercise judicial enforcement powers.
