Abstract
This Law consisting of 131 articles divided in XXVII Parts aims at defining the tasks of the concerned department in order to protect the public health. It establishes that the competent department, in cooperation with the concerned administrative body, shall undertake the following (i) implementation, follow-up and evaluation of preventive health policies and procedures, with the aim of preventing and controlling the spread of diseases; (ii) development of health awareness and education programs and activities; (iii) proposing instructions, standards, health requirements and regulations on which ministerial circulars or decisions should be issued; (iv) issuing work permits for shops and professions subject to the supervision of the competent department; (v) periodic field studies and research to monitor and respond to diseases; and (vi) monitoring and implementation of health requirements for public health as determined by the Minister.
The Law in particular deals with (i) water monitoring (potable water, water distribution networks, distribution of water from a desalination plant, water flow, purity rate, samples for inspection purposes); (ii) wastewater, from both public and private sewerage network (treatments in accordance with health requirements, quality); (iii) hotels, restaurants and other installations for food sales, handling and circulation (data registration, health requirements, cleanliness of places and employees, immediate report of the existence of illness cases); (iv) food (permits, human consumption, rules for import, harmfulness to human health, corruption and adulteration, laboratory analysis of samples, health requirements for productive activities); (v) markets (health requirements to be met, slaughtering of livestock, birds and transport of meat); (vi) rules for special food, such as infant food, complementary food, low-fat products, fortified food, food for athletes); (vii) communicable diseases (notification, need for vaccination, health declaration for ships coming to the Kingdom, transfer or burial of an infectious disease death; (viii) non-communicable diseases; (ix) vaccination; (x) motherhood and childhood care; (xi) health of the elderly; (xii) school health; (xiii) swimming pools; (xiv) shaving, beauty, fitness and massage centers; (xv) cosmetics, perfumery and disinfectants; (xvi) occupational health; (xvii) health requirements of the ports (health requirements by the Minister, suspended activities in case of serious public health risk, anti-pollution rules relating to oil, wastes, sewage, mud, and garbage, compliance with approved international health regulations; and (xix) burial of the dead.
