Ministerial Order No. 5 of 2021 regarding Electrical and Electronic waste Management.

This Resolution, comprising 16 Articles, regulates the management of electronic and electrical waste in a safe and sustainable manner to protect public health and the environment. Its provisions apply to recycling activities as well as to any producer, transporter, or treatment unit wholly or partially involved in managing electronic and electrical waste. It (i) prohibits the collection, transport, treatment, or recycling of electronic or electrical waste without a license from the competent authority. Treatment and recycling activities are subject to environmental impact assessments, and the executive body maintains a list of licensed companies (art.4); (ii) requires electronic and electrical waste to be separated from other types of waste(art.5); (iii) obliges retailers to provide approved collection containers and transfer the waste to licensed treatment and recycling companies in coordination with the competent authority (art.6); (iv) requires manufacturers and repairers to dispose of their waste through licensed companies using a licensed transporter (art.7); (v) prohibits licensed recycling companies from handling radioactive waste or devices unless specifically authorized, following national and international safety standards (art.8); (vi) regulates cross-border movement of waste: the import of electronic and electrical waste is prohibited, subject to applicable international agreements, while export requires a Council license and must comply with relevant international and national regulations (arts 10 and 11); (vii) requires producers to coordinate with the competent authority to dispose of waste through a licensed transporter at authorized sites. Disposal in regular garbage or unauthorized locations is strictly prohibited (art.12).
