Abstract
This National Action Plan for the control and prevention of Non-communicable diseases is a sectoral document linked with the new updated comprehensive national NCD plan endorsed by the Government in 2018 to meet the Political Declaration adopted by the United Nations in September 2011. The Plan broadly aims at achieving the target set by the World Health Organization of reduction in the proportion of deaths of adults due to non-communicable diseases (cardiovascular, cancer, diabetes, and chronic respiratory diseases) in the world by 25% from the 2010 rate to realize the Vision of a community with the least possible burden of avoidable non-communicable diseases. The main long-term objective is a 25% relative reduction in the risk of premature mortality from cardiovascular diseases, cancer, diabetes, or chronic respiratory diseases among adults by 2025 and a 30% by 2030. The Plan sets out the following 6 main objectives (1) raise the priority accorded to the prevention and control of non -communicable diseases (NCDs) and associated risk factors in global, regional, and national agendas and internationally agreed development goals, through strengthened international cooperation and advocacy; (2) strengthen national capacity, leadership, governance, multi-sectoral action, and partnerships to accelerate the response for the prevention and control of NCDs; (3) reduce modifiable risk factors for NCDs and underlying social determinants through the creation of health-promoting environments; (4) strengthen and orient health systems to address the prevention and control of NCDs and the underlying social determinants through people-centered primary health care and universal health coverage; (5) promote and support national capacity for high-quality research and development for the prevention and control of NCDs; (6) monitor the trends and determinants of NCDs and evaluate progress in their prevention and control. The main indicators to be monitored to assess the successful implementation of the Action Plan shall be (i) reduction of premature mortality from NCDs; (ii) reduction of harmful use of alcohol; (iii) reduction of physical inactivity; (iv) reduction of salt/sodium intake; (v) reduction of tobacco use; (vi) reduction of raised blood pressure; (vii) halt the rise in diabetes; (viii) halt the rise in obesity; (ix) increasing in drug therapy and counseling to prevent heart attacks and strokes; (x) increasing of availability of the affordable basic technologies and essential medicines.
