Abstract
The National Energy Efficiency Action Plan (NEEAP) outlines Bahrain's commitment to sustainable energy and climate change goals, offering a comprehensive strategy to improve energy efficiency across sectors. It includes specific programs and proposes policy mechanisms, such as standards and labeling, to achieve energy savings. With a fixed national target of 6% by 2025, compared to the 2009-2013 average, the plan aims to extend the lifetime of oil and gas reserves and promote long-term sustainable development. Aligned with Bahrain’s Economic Vision 2030, the NEEAP emphasizes incentives for reducing electricity demand, investing in clean energy, and promoting sustainability standards. It builds on existing achievements and addresses regional and international commitments under agreements like the Paris Agreement and the UN Sustainable Development Goals.
The National Energy Efficiency Action Plan (NEEAP) aims to achieve the national energy efficiency target and save costs through interventions across all sectors (i) Residential and Commercial Sector: focus on reducing electricity usage and improving thermal efficiency with measures like regulations and standards. Proposed initiatives include codes, mandates, and labeling for energy-efficient buildings, along with efforts to promote district cooling; (ii) Government Sector: implementation of Energy Management Systems and upgrades in government buildings to enhance efficiency. The Green Public Procurement initiative sets standards for private sector influence; (iii) Industry: companies adopt energy efficiency initiatives to reduce consumption and operating costs, coordinated through the Industry Program; (iv) Electricity Sector: initiatives led by the Electricity and Water Authority target efficiency improvements in electricity production, transmission, and distribution; (v) Transport Sector: investments in public transport, fuel price reforms, and efficiency standards promote energy savings and emission reduction; (vi) Cross-sectoral Interventions: reforms and campaigns aim to create enabling conditions and disseminate information about energy efficiency benefits, supported by workforce training and institutional infrastructure enhancements. Coordination by the Sustainable Energy Unit is crucial for success.
