Resolution No. 189 of 2021 regarding preventive measures against animal and common epidemic and infectious diseases.

This Resolution consists of 11 articles designed to (i) strengthen the biosecurity system to prevent diseases and their causes; (ii) combat contagious and epidemic animal diseases; and (iii) control zoonotic diseases to safeguard public health while improving livestock productivity and the safety of animal-source foods. Through its veterinarians and assistants, the designated authority is authorized to enter various veterinary facilities (with prior notification to animal owners) in areas where animals are affected or suspected of having an epidemic disease. This access allows for examining animals, collecting samples, and implementing measures to prevent and control disease outbreaks. Key control measures include (i) prohibiting the trade, transport, or sale of animals suspected of illness or displaying symptoms; (ii) banning animal exhibitions; (iii) preventing the slaughter of infected or suspected animals intended for human consumption; (iv) restricting the movement of animals, livestock inputs, and equipment related to sick or suspected animals; (v) inspecting and disinfecting transport vehicles entering or leaving affected areas; and (vi) safely disposing of infected or suspected animals according to established procedures and regulations. Additionally, the Resolution mandates that (i) animal owners must promptly inform the relevant authority if they suspect or are aware of any disease in their animals; and (ii) upon receiving such reports, the authority will take necessary actions to confirm the disease's presence, coordinate with relevant entities, and implement measures to control and prevent its spread. Article 9 outlines the responsibilities of animal owners when there is a suspicion of an epidemic disease or when they are informed of a disease's presence.
