Resolution No. 2 of 2026 regulating the Licensing of Support Services for Radiation Protection and Nuclear Safety.

This Resolution, comprising 25 articles organized into 5 Chapters, aims to regulate the support services for radiation protection, radiation safety, and nuclear safety, including technical consulting, training, calibration of radiation survey and measurement equipment, personal radiation dose monitoring for workers, quality control of medical radiation-emitting devices, workplace radiation survey and measurement, and radioactive leakage testing and contamination measurement. The Regulations prohibit the provision of these services without prior authorization from the Executive Body in accordance with the prescribed requirements and procedures. Licensing requirements include appointing qualified personnel, providing appropriate equipment and instruments, implementing quality assurance and radiation protection programs, and complying with emergency preparedness plans and operational procedures. Certain services, including calibration, personal radiation dose monitoring, and radioactive leakage and contamination testing, require a valid ISO/IEC 17025 accreditation as a prerequisite for obtaining a license. The Regulations also establish the obligations of licensees according to the type of service provided. Licensees are responsible for the impacts, reports, certificates, quality control results, and any radiation incidents arising from their services, including notifying clients and the competent authority of overexposure events or radioactive leaks.
