Abstract
This Resolution consisting of 19 articles aims at (i) establishing a clear legislative framework that regulates the linking of renewable energy production units to the electricity distribution system; (ii) encouraging community members and institutions to produce electricity from renewable energy sources; (iii) contributing to the diversification of energy sources by increasing the share of renewable energy within the sources of energy production; (iv) compliance with the national policies and objectives related to renewable energy; (v) contributing to the protection of the environment by reducing the carbon footprint in the Kingdom; (vi) promoting the growth of the green economy for sustainable development; (vii) ensuring the right of every consumer to install renewable energy production equipment and connect it to the electricity distribution system. The Resolution mainly regulates the relationship between the three main subjects, which are (i) Electricity and Water Authority (EWA); (ii) the Unit of electricity production from renewable energy; and (iii) the producer, that is any person who produces electricity from renewable sources for personal use and connects it to the electricity distribution system in accordance with the conditions provided by this resolution.
The Resolution deals also with obligations of the Authority (art.5); Functions of the Unit for Electricity Production from renewable energy (art.6); the Agreement between the Authority and the producer, which includes the terms and conditions of operation of the renewable energy production unit and its connection to the electricity distribution system (art.8). Article 7 establishes that the renewable energy production unit cannot be connected to the electricity distribution system without obtaining the prior approval of the Authority. Article 14 states that the Authority shall have the right to disconnect the renewable energy production Unit from the electricity distribution system if there is a threat to the security and safety of the electricity distribution system and the electricity grid.
