Resolution No.4 of 2025 issued by the Chairman of the Supreme Council for the Environment, regulating the licensing of Bahraini fishermen to practice commercial marine fishing.

This Resolution consisting of 11 Articles establishes at Article 2 that the practice of commercial marine fishing requires the presence of a Bahraini fisherman on board the fishing vessel. Under Article 3, the provisions for the issuance of a commercial marine fishing license are as follows (i) the applicant must be a Bahraini national; (ii) must be at least 18 years of age; (iii) must demonstrate his fitness to practice marine fishing; (iv) must have no prior conviction for a felony or a dishonor- or trust-related misdemeanor, unless rehabilitated; (v) must submit any additional data or information required by the competent authority. Articles 4 to 9 set out the procedures for applying for, issuing, and renewing a Bahraini fisherman’s license, define its one-year renewable and non-transferable nature, restrict the fisherman to the employer named in the license, regulate crew numbers by vessel length, and subject violations to the penalties prescribed under Decree-Law No. 20 of 2002.
