Abstract
This Act provides for the establishment of the National Disaster Council with the main task of developing a strategic policy framework in responding to and managing disasters. The internal organization of the Council and its duties and powers are defined in the text. The Council shall, furthermore, prepare the National Disaster Management Plan as provided for in the Act.
In addition, the Order establishes a National Disaster Management Centre which shall help and advise the Council in performing its functions.
The Order further provides for: the declaration of disaster situations; powers of the Director of the Centre and of rescue officers; offences; compensation for the loss or damage of property; etc.
