Abstract
This Energy White Paper is a nationwide sectoral document aiming to secure the future of Brunei Darussalam’s energy sector by creating a sustainable growth through systematic and concerted efforts by all stakeholders. These include among others (i) developing an industry to ensure stable production; (ii) implementing measures to maximise economic opportunities by furthering value-adding activities and spin-offs in the downstream sector; (iii) creating the right environment for an energy industry that provides fair and equal opportunities for businesses to grow, and at the same time allows to nurture the local companies and continue to increase Brunei Darussalam’s local content. This Energy White Paper sets out a framework for action to address challenges and to manage the projected risks as to achieve the Vision of sustainable energy for Brunei Darussalam's prosperity.
The document articulates three Strategic Goals aligned with the National Vision for advancing the energy sector: (1) enhance oil and gas upstream and downstream activities; (2) ensure a secure and efficient energy supply; (3) optimize economic benefits, promote local content, and boost local workforce participation. Four key enablers are identified: implement supportive policies, cultivate Bruneian human capital, attract investments, and ensure commitment fulfillment. The goals encompass (1) leveraging the energy sector's contribution to GDP through diversifying downstream industries, setting key performance indicators for upstream sustainability and downstream growth; (2) focusing on safety, asset integrity, and reliability, with targets to reduce major accidents, energy intensity, power outages, and fuel supply interruptions; (3) prioritizing local industry and workforce involvement, emphasizing "Truly Bruneian Businesses," increasing local industry contribution, employment, and encouraging overseas ventures by local companies. The aim is to foster a skilled local workforce and fair competition in domestic contracts.
