Abstract
These Regulations, comprising seven articles, enact the provisions of the Free Trade Zones Order, 2014. They address the following key aspects (i) security within Free Trade Zones, where the authority of a free trade zone is tasked with maintaining security measures, such as perimeter fencing with gates, illumination during specific hours, and adherence to ministerial directives to prevent unauthorized access; (ii) provision of facilities for offices and examination stations within the zone by the zone's authority; (iii) regulations regarding the construction of buildings or structures, stipulating that they cannot be built within 6 meters of the zone's perimeter without prior written permission from the Controller of Customs and Excise; (iv) procedures for the transfer of dutiable goods from one free trade zone to another, which necessitate prior written permission from a customs officer, with specific procedures and conditions set forth by the Authority; (v) requirements for maintaining comprehensive records by individuals permitted to engage in operations like assembly, mixing, or manipulation of goods within a free trade zone; (vi) rules governing permission and compliance, affirming that individuals are not permitted to enter or exit a free trade zone without authorization from the zone's authority, and they must adhere to any directives issued by said authority.
