Abstract
This Act, consisting of 99 sections divided into eight Parts and completed by ten Schedules, aims at preventing the introduction and spread in Brunei Darussalam, and the transmission from Brunei Darussalam, of infectious diseases and any matters connected therewith. The Minister, with the approval of His Majesty the Sultan and Yang Di-Pertuan, may make regulations for carrying out the purposes and provisions of this Order for which he is responsible for the following matters: a) establishment and maintenance of quarantine stations for persons and animals, and for regulating the management thereof; b) cleansing, disinfecting, fumigating and treatment of vessels and premises; c) prohibition on importation, exportation or transhipment of infected merchandise, articles or clothing; d) measures to be taken for the prevention of the spread or transmission of infection by means of any vessel departing from any infected area of Brunei Darussalam; e) prohibition and regulation of the removal of fodder, litter, dung, human dejecta, waste water and other things; f) notification and supply of information by medical practitioners of cases of infectious diseases treated by them; g) immunisation and vaccination measures and procedures for infectious diseases; h) any act necessary to prevent or control the spread of an infectious disease; i) prohibition or regulation of the importation and exportation of animals; j) prescribing of fees and charges and of any matter which by this Order is required to be prescribed.
In the 2020 amendment, Article 62A was added, stating that when public health is at risk from infectious diseases or other dangers, the Minister can issue immediate directions to the public, through any means, to restrict, prohibit, or control the conduct of any person or group in any location.
