Abstract
The National Adaptation Plan (NAP) of Brunei Darussalam establishes a national framework to address the impacts of climate change through coordinated adaptation actions across sectors. The document sets out the country’s objectives to reduce vulnerability to climate-related risks, enhance resilience of natural and human systems, and integrate adaptation considerations into national planning and development processes. It identifies priority areas for intervention and provides a structured approach for implementing adaptation measures at the national level.
The Plan outlines key sectoral areas, including water resources and agriculture, where climate risks such as flooding, drought, and changing environmental conditions are addressed through targeted adaptation measures. In the water sector, the document includes actions related to water resource management, flood risk reduction, and strengthening resilience of water systems. In the agricultural sector, it addresses food security concerns and promotes adaptive practices to enhance the resilience of agricultural production systems to climate variability and change.
The NAP further defines institutional arrangements for implementation, identifying roles and responsibilities of government bodies and relevant stakeholders. It establishes mechanisms for coordination across sectors and levels of governance, and provides for the integration of adaptation priorities into existing policies and development plans. The document also includes provisions for capacity-building, data and information management, and stakeholder engagement to support effective implementation.
In addition, the Plan sets out processes for monitoring and evaluation of adaptation actions, including tracking progress and updating priorities over time. It presents a pipeline of adaptation actions and projects, aligned with national development objectives and climate commitments, and outlines approaches for mobilizing financial and technical resources. The document is positioned within broader national climate policy frameworks and reflects alignment with international climate processes, while focusing on domestic implementation of adaptation strategies.
