Abstract
The general purpose of these guidelines is to provide a standardized technical reference framework for mitigating environmental impacts and incorporating pollution control measures in the design and operation of proposed industrial premises in Brunei Darussalam. The instrument aims to serve as an operational guide for industrialists, architects, professional engineers, and consultants to ensure that newly developed or submitted industrial projects comply with the specific environmental requirements established by the regulatory authority. It is designed to complement existing statutory provisions governed by parallel town planning, public health, building control, and land development authorities.
To achieve these objectives, the document outlines explicit technical parameters and operational requirements divided into multiple environmental vectors. For water protection, it establishes standard limits for effluent discharge into inland waters and water catchment areas, specifying maximum allowable concentration levels for biochemical oxygen demand (BOD), chemical oxygen demand (COD), total suspended solids, temperature, pH ranges, and heavy metal concentrations. For air quality protection, the text defines standards for air emissions from industrial chimneys, including fuel sulfur content restrictions, dark smoke control criteria, and requirements for installation of air pollution control equipment. For land protection and solid waste management, the guidelines mandate specific zoning and siting criteria within designated industrial areas, alongside technical procedures for managing scheduled wastes—categorized from code SW 1 to SW 5 in the appendices—covering compulsory standards for the storage, labeling, containerization, handling, and final disposal of hazardous substances.
Operationally, project developers are required to submit comprehensive process details, proposed pollution control measures, and plant layout designs through the industry or land development authority for formal review and compliance approval by the Department of Environment, Parks and Recreation (JASTRE) under the Ministry of Development before construction or industrial operations can commence.
