Abstract
This Strategic Plan developed by the Department of Agriculture is a 5-year nationwide sectoral document aiming to strengthen and improve the profile of the agriculture and agri-food industry . The Plan serves as a guide to ensure planning is in line with the new vision towards the growth of agricultural - where the main contributor is produced by the livestock and crop sectors - and agrifood-based industrial output through increased productivity and export-oriented high technology, which in turn is expected to make a significant contribution to the Gross Domestic Product (GDP). The strategies and initiatives highlighted in the Agriculture and Agri-Food Industry Strategic Plan support Vision 2035, which focuses on the aspiration to achieve economic diversification growth by 2035. Increasing the production in the livestock and crop sectors will consequently lead to (i) a development of the processing sector; (ii) the growth of agriculture-based industry through high technology and export oriented; (iii) encouragement of local and foreign investment participation; (iv) focus on the production of high value products.
The strategic objectives set out by the Plan are (i) to increase output growth from the agriculture, animal husbandry and agrifood sector, contributing to GDP growth, export growth, and to economic diversification; (ii) to increase the productivity of output from the agricultural, animal husbandry and agrifood industry sectors through consumption technology, widespread use of modern techniques as well as encouraging the active involvement of foreign direct investors (FDI); (iii) to reduce dependence on the import of food items based on agriculture and animal husbandry, but be open to increasing the import of raw materials based on agriculture and animal husbandry; (iv) to reduce dependence on Government spending in implementing strategies and programs to increase output growth in the agricultural, animal husbandry and agrifood industries by using methods such as Public Private Partnership (PPP) and others; (v) to create local investment and business opportunities that will contribute to job creation for local people; (vi) to implement preventive and control measures to protect the agricultural, animal husbandry and agrifood industry from infection of plant diseases, pests, and animal diseases that are contagious to humans; (vii) to ensure the quality and safety of food products based on the agriculture, animal husbandry and agrifood industry for well-being people and residents.
Broiler industry, vegetables, floriculture, and agrifood, these are the main sectors on which growth shall be focused and towards which the major interventions will be directed, such as investments, financing, management training, coordination, technology startups, infrastructure development, standard provisions, training for farmers, dissemination of information to farmers, health control services for both plants and animals, increasing of the capacity of competent authorities for export requirements, market research. Other industry agricultural sectors are: rice, fruits, various crops, and ornamental plants.
