Abstract
The Tenth National Development Plan (RKN10) represents the second phase of Brunei Darussalam's Long-Term Development Plan, succeeding RKN9, as a continuation of RKN 2007-2012, and aligns with the overarching goal of realizing Wawasan Brunei 2035 which envisions Brunei as a nation with a highly educated population and a top-tier quality of life. RKN10, emphasizing a dynamic and resilient economy ranked among the world's top ten, is guided by the theme "Knowledge and Innovation, Increase Productivity, Accelerate Economic Growth" and prioritizes strategic thrusts focused on knowledge and innovation. Emphasis is placed on prudent spending, project prioritization, and waste avoidance, supported by new regulations to ensure effective implementation and explore alternative financing through public-private partnerships. The Tenth National Development Plan supports its goals through six strategic thrusts. The first thrust aims for an educated and highly skilled population, focusing on quality education infrastructure, professional workforce, and private sector involvement. The second emphasizes a high quality of life with sustainable development, comprehensive health services, and cultural infrastructure. The third focuses on creating a conducive business environment, including a streamlined business startup process and intellectual property protection. The fourth aims for a productive and progressive economy, emphasizing knowledge-based infrastructure, research and development, and non-oil and gas exports. The fifth emphasizes good governance and government modernization, focusing on public sector quality, professionalism, and updated laws. The sixth thrust centers on high-quality and sustainable development infrastructure, covering water supply, electricity, communication, and environmentally friendly growth.
Embedded within the RKN10 are strategies and policy directions formulated by the government to align with Wawasan Brunei 2035. These encompass the Infrastructure Development Strategy, targeting the provision of crucial social infrastructure such as public housing, transportation, communication, healthcare, and education. This strategy aims to facilitate investments in social and industrial infrastructure through appropriate legal frameworks, ensure funding for priority government projects, and enhance the efficiency of infrastructure contract management. Additionally, the Social Security Strategy focuses on building a resilient system for vulnerable individuals, promoting entrepreneurship, and extending comparable security to private sector workers. The Environment Strategy underscores the preservation of biodiversity, rainforests, and natural habitats, incorporating industry-specific environmental standards, defining guidelines for the maintenance of cultural landmarks, enforcing regulations for public health and safety, and endorsing global and regional environmental initiatives.
