Abstract
The Action Plan for the Prevention and Control of Deforestation and Fires in the Atlantic Forest (PPMata Atlântica 2025–2027) aims to continuously reduce deforestation and wildfires in the Atlantic Forest biome, one of the most biodiverse and historically degraded ecosystems in Brazil. The plan seeks to reverse trends of native vegetation loss by integrating monitoring, prevention, control, and restoration measures, building on lessons learned from previous national anti‑deforestation strategies—including the PPCDAm, which achieved large‑scale reductions in Amazon deforestation in earlier decades. By aligning actions across multiple government sectors and levels, the plan reinforces the national commitment to achieving sustainable land‑use practices and meeting Brazil’s environmental targets. A second core objective is to strengthen monitoring and environmental enforcement, ensuring rapid detection and response to illegal deforestation and burning. The plan enhances coordination among agencies such as IBAMA, ICMBio, INPE, and the Federal Police, consolidating environmental intelligence and control operations. This emphasis on institutional coordination is aligned with the mandate of the Interministerial Permanent Commission for Prevention and Control of Deforestation established by Decree No. 11.367 of 2023, which integrates actions across more than a dozen ministries to address environmental crime and improve territorial governance.
The plan also seeks to promote sustainable productive activities throughout the Atlantic Forest region, acknowledging that long‑term conservation depends on socio‑economic alternatives that reduce pressure on natural ecosystems. Its strategic objectives include encouraging sustainable agriculture, fostering green value chains based on sociobiodiversity, promoting ecological restoration, and supporting landholders in adopting legal and economically viable land‑use models. These interventions aim to support a just transition to sustainable development while reducing incentives for illegal clearing and fire use. Finally, the PPMata Atlântica prioritizes land‑use planning, territorial organization, and strengthening legal and economic instruments. This includes improving land regularization, aligning environmental licensing with conservation goals, and deploying economic tools—such as incentives, penalties, and financing mechanisms—that reinforce compliance and drive ecological restoration. The plan was developed through technical‑scientific consultation and public participation, ensuring that its 13 strategic objectives and associated actions reflect shared governance and environmental policy coherence across federal, state, municipal, and civil‑society actors.
