Abstract
The Action Plan for the Prevention and Control of Deforestation and Fires in the Pampa (PPPAMPA) establishes a coordinated national strategy to prevent and control deforestation and wildfires in the Pampa biome, a unique grassland–forest mosaic located exclusively in Rio Grande do Sul. Its primary objective is to reverse the ongoing loss of native vegetation and to address the structural drivers of environmental degradation by integrating federal, state, municipal, and civil‑society actions. The plan aligns with the federal commitment to achieve zero illegal deforestation by 2030 and forms part of the broader suite of national PPCDs covering all Brazilian biomes. A central objective of the PPPampa is to strengthen environmental monitoring, inspection, and enforcement through improved use of spatial data, early‑warning systems, and coordinated surveillance among environmental agencies such as IBAMA, ICMBio, and state institutions. By enhancing real‑time detection of illegal clearing and fire outbreaks, the plan seeks to increase the effectiveness of environmental control operations and reduce impunity for environmental crimes, drawing on governance structures established by the Interministerial Commission for Prevention and Control of Deforestation.
The plan also aims to promote sustainable productive activities that are compatible with the ecological characteristics of the Pampa biome. This includes fostering sociobiodiversity‑based economies, sustainable grazing and forestry practices, ecological restoration of degraded areas, and diversification of rural livelihoods. These measures are intended to reduce economic pressures leading to native vegetation loss and to incentivize landowners and communities to adopt long‑term conservation‑oriented land‑use models aligned with climate and biodiversity commitments. Finally, the PPPampa seeks to strengthen territorial and land‑tenure governance, improving land‑use planning, regularization processes, and environmental licensing in ways that prevent illegal land conversion and ensure compliance with existing legislation. The plan integrates normative and economic instruments—such as incentives, regulations, and intersectoral coordination—to ensure that prevention and control of deforestation become embedded within state policy across all sectors. It was developed through technical‑scientific consultation and public participation, reinforcing its objective of establishing a socially legitimate, multi‑actor framework for protecting one of Brazil’s most threatened biomes.
