Its primary objective is to reverse the ongoing loss of native vegetation and to address the structural drivers of environmental degradation by integrating federal, state, municipal, and civil‑society actions. The plan aligns with the federal commitment to achieve zero illegal deforestation by 2030 and forms part of the broader suite of national PPCDs covering all Brazilian biomes. A central objective of the PPPampa is to strengthen environmental monitoring, inspection, and enforcement through improved use of spatial data, early‑warning systems, and coordinated surveillance among environmental agencies such as IBAMA, ICMBio, and state institutions. By enhancing real‑time detection of illegal clearing and fire outbreaks, the plan seeks to increase the effectiveness of environmental control operations and reduce impunity for environmental crimes, drawing on governance structures established by the Interministerial Commission for Prevention and Control of Deforestation.
The plan also aims to promote sustainable productive activities that are compatible with the ecological characteristics of the Pampa biome. This includes fostering sociobiodiversity‑based economies, sustainable grazing and forestry practices, ecological restoration of degraded areas, and diversification of rural livelihoods.
