Complementary Law No. 140 establishing rules, pursuant to art. 23 of the Federal Constitution, for cooperation between the Union, the States, the Federal District, and the Municipalities in administrative actions arising from the exercise of joint jurisdiction relating to the protection of notable natural landscapes, the protection of the environment, the fight against pollution in any of its forms, and the preservation of forests, fauna, and flora; and amends Law No. 6.938 of 31 August 1981.

This Complementary Law establishes rules, pursuant to items III, VI, and VII of the caput and the paragraph of art. 23 of the Federal Constitution, for cooperation between the Union, the States, the Federal District, and the Municipalities in administrative actions arising from the exercise of common jurisdiction relating to the protection of notable natural landscapes, the protection of the environment, the fight against pollution in any of its forms, and the preservation of forests, fauna, and flora. The fundamental objectives of the Union, the States, the Federal District, and the Municipalities, in exercising the common competence referred to in this Complementary Law, are: protect, defend, and conserve an ecologically balanced environment, promoting decentralized, democratic, and efficient management; ensure a balance between socioeconomic development and environmental protection, observing human dignity, the eradication of poverty, and the reduction of social and regional inequalities; harmonize administrative policies and actions to avoid overlapping between federal entities, in order to prevent conflicts of jurisdiction and ensure efficient administrative action; ensure uniformity of environmental policy throughout the country, while respecting regional and local peculiarities.
