Abstract
This Complementary Law creates the Mato Grosso State Council for Economic Development (Conselho Estadual de Desenvolvimento Econômico de Mato Grosso - CODEM) as a permanent, consultative, deliberative, normative, and advisory body aimed at promoting the economic development of the State of Mato Grosso. Its primary objective is to serve as a strategic forum for proposing, discussing, and approving guidelines, norms, and criteria aligned with governmental policies, contributing to the formulation, coordination, and implementation of public policies that stimulate sustainable economic growth across key productive sectors of the state. In addition, the Law seeks to strengthen governance and institutional coordination by positioning CODEM as an instrument of dialogue between public authorities and private‑sector representatives. Through its broad sectoral representation and technical chambers, the Council is tasked with supporting planning, defining priorities for economic development funds, evaluating incentive policies, and fostering investment, competitiveness, employment generation, and regional balance. Overall, the Law aims to consolidate an integrated and participatory framework for economic policymaking, ensuring that development strategies are coherent, transparent, and responsive to the State’s economic and social needs.
