Decree No. 11.096 establishing the National Policy for Antarctic Affairs.

This Decree establishes the National Policy for Antarctic Affairs (Polantar). Polantar's principles are: I - use of Antarctica only for peaceful purposes and in accordance with the provisions of the Antarctic Treaty; II - maintenance of freedom of scientific research and the promotion of cooperation between countries active in Antarctica or those with an interest in the Antarctic continent; III - maintenance of the prohibition of nuclear explosions in Antarctica and the release of garbage or radioactive waste; IV - protection of the environment of Antarctica and of dependent and associated ecosystems; and V - full compliance and strengthening of the Antarctic Treaty and related multilateral international acts. The objectives of the Country in Antarctica are: I - maintain the status of advisory party to the Antarctic Treaty, through the promotion of substantial scientific research activity; II - participate in international acts, forums and institutions that make up the Antarctic Treaty System; III - continue, strengthen and expand the Brazilian Antarctic Programme - Proantar, with a view to: a) increase the scientific knowledge of the region in all its aspects, through the development of research projects coordinated and carried out by national or international institutions, with the increasing participation of Brazilian scientists; b) identify the natural resources in the area of operation of the Antarctic Treaty System and obtain data on the possibilities of their use; and c) promote the national technological development applicable to the physiographic and environmental conditions in the area of operation of the Antarctic Treaty and to the eventual activities of exploration and use of its natural resources; IV - effectively participate in discussions on the possibilities of exploration and use of natural resources in the area of application of the Antarctic Treaty; and V - expand the Brazilian presence in the Antarctic continent.
