Decree No. 11.431 creating the Women Living Without Violence Programme.

This Decree creates the Women Living Without Violence Programme, with the aim of integrating and expanding existing public services for women in situations of violence, through the articulation of specialized services in the areas of health, public safety, justice, the social assistance network and the promotion of financial autonomy. The Programme is part of the National Policy to Combat Violence against Women which will be coordinated by the Ministry of Women. The guidelines to implement the Programme are: integration of services offered to women in situations of violence; transversality of gender, race and ethnicity in public policies; co-responsibility between federative entities; promotion of women's autonomy and the guarantee of equal rights; comprehensive care for women in situations of violence, respecting the principles of human dignity and non-discrimination; women in situations of violence to access the services of the specialized care network, when not integrated; and guarantee the rights of women in situations of violence, including the rights to justice, truth and memory.
