Abstract
This Decree establishes the Energy Programme of Amazonia, with the objective of promoting investments, actions and projects in the Isolated Systems located in the Legal Amazon region. In view of Law No. 9.478 of 6 August 1997, Law No. 10.848 of 15 March 2004, and Law No. 12.111 of 9 December 2009, it aims at performing the following activities: I – reduce the generation of electricity originated from fossil fuels and, consequently, greenhouse gas emissions; II – contribute to the quality and safety of the electricity supply; and III - structurally reduce the expenditures of the Fuel Consumption Account. The Ministry of Mines and Energy will coordinate the Energy Programme of Amazonia.
The Energy Programme of Amazonia has the following guidelines: - value the energy resources available in the Legal Amazon region, especially renewable ones; II - promote energy efficiency and reduce losses in the supply of electric energy; III - enable the interconnection of Isolated Systems to the National Interconnected System - SIN; IV – promote the adequate balance between reliability of supply and reasonable rates and prices; V - promote the quality and transparency of data and information regarding the supply of electricity and fuel consumption within the scope of Isolated Systems; VI – promote technological innovation and the improvement of the quality of the electricity supply; VII – to promote engagement and social participation in the planning and implementation of the actions of the Energy Programme of Amazonia; and VIII - articulate with other government programmes with a view to integrating policies and actions.
