Decree No. 11.820 establishing the National Food Supply Policy and the National Food Supply Plan.

This Decree establishes the National Food Supply Policy (PNAAB) and provides for the National Food Supply Plan. The PNAAB makes up the National Food and Nutrition Security System (SISAN), in accordance with Law No. 11.346 of 15 September 2006. The PNAAB will be implemented by the Union, in cooperation with the States, the Federal District and the Municipalities, with civil society organizations and private entities, in line with the guidelines of the intersectoral bodies of government management and social participation within the scope of the SISAN.
PNAAB’s objectives are: promote access to sufficient, quality and diversity food; promote decentralized, popular supply that values small retail; promote the structuring of sustainable and healthy food systems, based on agroecology and socio-biodiversity, including traditional agricultural systems; promote the strategic public stocks, with priority given to biodiversity and basic foods and family farming production, according to Law No. 11.326 of 2006, and Decree No. 6.040 of 7 February 2007; support the implementation of processing units for animal and plant origin production aimed at strengthening the methods of family farming, indigenous peoples, traditional communities and artisanal production; expand the supply of family farming products in popular, solidarity and private markets; contribute to the adequacy of handling, transport and packaging of food products; promote local, territorial and regional production, storage, conservation, processing, distribution and marketing circuits; encourage direct marketing between production and consumption and encourage regional food, with priority to products from family, urban and peri-urban agriculture; improve mechanisms for public acquisition of food and propagation materials; monitor production, public and private food stocks, production and marketing costs and food prices; expand the availability of food at affordable prices; support the expansion, modernization and revitalization of supply centers; encourage the formation of solidarity networks; implement measures to reduce food losses and waste; propose financial and fiscal policies to expand the production and supply of adequate and healthy food; contribute to consumers' access to adequate information about food; and encourage the inclusion of food supply planning in municipal, district and state master plans.
