Decree No. 11.908 creating the Healthy Brazil Programme (Unir para Cuidar) and amending Decree No. 11.494 of 17 April 2023 on the Interministerial Committee for the Elimination of Tuberculosis and Other Socially Determined Diseases - CIEDDS.

This Decree creates the Healthy Brazil Programme (Unir para Cuidar) aiming to eliminate socially determined diseases and infections as public health problems in the country by 2030, in alignment with the Sustainable Development Goals of the United Nations. The principles of the Programme are: democracy as a guarantee of representation, participatory construction and transparency; expanded concept of health as a state of complete physical, mental and social well-being, resulting from living conditions, such as food, education, income, environment and leisure, and not just the absence of diseases and infections; people's autonomy, regarding self-care, self-regulation and free will; respect for human rights and people's diversity, including sexual, ethnic-racial, generational, cultural, religious and gender, and confronting all forms of discrimination; and equity, through the offering of differentiated actions according to the needs, diversities and specificities of the citizen, social group or community.
The guidelines of the Programme are: tackling hunger and poverty to mitigate vulnerabilities arising from diseases or infections that are socially determined or associated with them; reducing inequities and expanding human rights and social protection with an emphasis on care actions for specific groups in vulnerable areas; improve communication capacity of workers, social movements and civil society organizations regarding vulnerabilities resulting from socially determined diseases; encouraging science, technology and innovation; and expansion of infrastructure and basic and environmental sanitation actions.
