Decree No. 12.044 establishing the National Strategy for Bioeconomy.

This Decree establishes the National Bioeconomy Strategy, with the purpose of coordinating and implementing public policies aimed at developing the bioeconomy, in conjunction with civil society and the private sector. Bioeconomy is considered the model of productive and economic development based on values of justice, ethics and inclusion, capable of generating products, processes and services, efficiently, based on sustainable use, regeneration and in the conservation of biodiversity, guided by scientific and traditional knowledge and its innovations and technologies, with a view to adding value, generating work and income, sustainability and climate balance.
The objectives of the Strategy are: promote national, regional and local development, based on the use of environmentally, socially and economically sustainable biological resources, in order to contribute to the water, food and energy security of the population; promote forestry and socio-biodiversity economies, based on the identification, innovation and valorization of their socioeconomic, environmental and cultural potential, with the expansion of participation in markets and income of indigenous peoples, traditional communities and family farmers; strengthen the competitiveness of national bio-based production, especially Brazilian biodiversity, in the transition to a low-carbon and climate-resilient economy; develop innovation ecosystems, scientific and technological knowledge and entrepreneurship; develop the National Information and Knowledge System on the Bioeconomy; propose the creation and targeting of financial and economic instruments to stimulate and promote the bioeconomy; and expand the insertion of bioeconomy products into national markets and global value chains.
