Abstract
This Decree, consisting of 15 articles, regulates the State Fund for Water Resources (FERH) created by Law No. 5.165 of 17 August 2000. The State Fund FERH has an accounting and rotating nature, as a support tool for the State Policy on Water Resources, with the objective of ensuring the necessary resources for the actions planned in the State Water Resources Plan and in the Water Resources Plans of Hydrographic Basins as well as the actions of the State System of Management of Water Resources of the State of Piauí (SEGRH/PI). The FERH will be linked to the Secretariat of Environment and Natural Resources (SEMAR/PI) and shall be governed by the norms established in Federal Law No. 4.320 of 17 March 1964, by State Law No. 5.165 of 17 August 2000 and by specific legislation. The resources of the FERH can only be used for the following use: financing public and private institutions for services and works related to water resources; compensation to Municipalities with areas affected by water works built by the State; implementation of joint programmes between the State and Municipalities regarding the multiple use, control and conservation of water resources and protection against critical events posing a danger to public health and economic and social damages; research programmes, technological development and training of human resources in the interest of water resources management; campaign to raise awareness of the rational use of water resources.
