Decree No. 12.381 establishing the Programme for the Regularisation of Debts and Facilitation of Access to Rural Credit for Family Farming (Desenrola Rural).

This Decree establishes the “Desenrola Rural” Programme, with the primary objective of facilitating the regularization of debts and improving access to rural credit for family farmers and their cooperatives in Brazil. The decree aims to create mechanisms that enable the renegotiation or liquidation of outstanding debts—particularly those in default or classified as losses—thereby restoring the financial capacity of beneficiaries and allowing them to regain access to credit. It also seeks to strengthen agricultural productivity and sustainability by expanding access to financing under programmes such as PRONAF, ultimately contributing to increased food production and the economic viability of family farming. In addition, the decree aims to promote financial recovery both for beneficiaries and for public and financial institutions by encouraging the repayment and restructuring of debts linked to constitutional funds and the Union. It establishes implementation mechanisms involving multiple institutions, including public authorities and financial entities, and provides for incentives such as discounts, extended repayment terms, and simplified access to credit. The measure further addresses specific groups, including beneficiaries of agrarian reform and traditional communities, established by Law No. 15.038, and introduces monitoring and evaluation provisions to ensure transparency and assess the programme’s impact on credit recovery and rural economic sustainability.
