Abstract
The objective of this Agreement is to promote cooperation between the Parties, with the aim of facilitating and promoting mutual investments, through the establishment of an institutional framework for the management of a cooperation and investment facilitation agenda, as well as mechanisms for risk mitigation and dispute prevention, among other instruments mutually agreed upon by the Parties. This Agreement covers all investments made before or after its entry into force. The provisions of this Agreement shall not apply to investments covered by measures existing prior to the date of entry into force of this Agreement. This does not prevent the Parties from discussing issues of mutual interest relating to such measures in the Joint Committee established by Article 18. This Agreement shall in no way limit the rights and benefits that an investor of one Party enjoys in accordance with national or international law in the territory of the other Party. For greater certainty, the Parties reaffirm that this Agreement shall be applied without prejudice to the rights and obligations arising from the Agreements of the World Trade Organization. The provisions of this Agreement shall not prevent the adoption and implementation of new requirements or restrictions on investors and their investments, provided that these are not inconsistent with this Agreement.
