Decree No. 12.771 establishing the National Strategy for Public Procurement for Sustainable Development and amending Decree No. 11.890 of 22 January 2024, to provide for the Interministerial Commission for Public Procurement for Sustainable Development.

This Decree creates the National Strategy for Public Procurement for Sustainable Development and amends Decree No. 11.890 of 22 January 2024, to provide for the Interministerial Commission for Public Procurement for Sustainable Development. The National Strategy aims to coordinate and guide the use of public administration purchasing power to expand national productive and technological capacities and promote sustainable, fair, and sovereign development. This Strategy: will seek to align public procurement with national development policies, plans and programmes; and will be implemented in accordance with the provisions of current legislation on public procurement. The thematic axes of the National Strategy for Public Procurement for Sustainable Development are: economic; social; environmental; and management. The guidelines of the National Strategy for Public Procurement for Sustainable Development are as follows: in the economic sphere: to encourage national production and innovation in order to strengthen regional and technological development and the country's productive sovereignty; in the social sphere: to encourage inclusive and equitable public procurement that promotes decent work and socioeconomic inclusion; in the environmental sphere: to mitigate the negative environmental impact of public procurement and encourage solutions that are consistent with the environmental agenda; and in the management sphere: to strengthen and expand state capacities for the strategic use of the state's purchasing power.
