Decree No. 12.783 establishing the National Programme for Investment in Popular Recycling.

This Decree establishes the National Programme for Investment in Popular Recycling (Pronarep), with the aim of providing financial, technical, structural, economic and social support to individual and self-employed waste pickers of reusable and recyclable materials, cooperatives, associations, networks or other forms of popular organisation throughout the national territory. The objectives of Pronarep are: to promote simplified access to resources for individual and self-employed waste pickers of reusable and recyclable materials, cooperatives, associations, networks, or other forms of popular organisation; to support the organisation and structuring of vulnerable groups, including waste pickers living on the streets, working in landfills, or in the initial process of formalising selective collection; to strengthen self-management models through ongoing technical assistance, management training, and institutional support; promote access to credit, social technologies and innovation, and foster infrastructure, training, professional development plans and comprehensive social protection for waste pickers; encourage the eradication of landfills in a humane and inclusive manner; ensure the socioeconomic inclusion of recyclable material collectors, in accordance with Law No. 12.305 of 2 August 2010, with an emphasis on structuring, industrialising recycling and generating decent income; strengthen the circular economy with waste pickers playing a leading role, by valuing their strategic role in the sustainable management of municipal solid waste, including dry and organic recyclables; and ensure the democratisation of knowledge, socio-environmental justice and self-management as the foundations of popular recycling. The beneficiaries of Pronarep are: collectors of reusable and recyclable materials who work as individuals, including those who are not organised or who work in landfills or on the streets; informal groups in the process of organising selective collection, assisted by qualified entities or specific public notices; and legal entities constituted in the form of cooperatives, associations, networks or other forms of popular organisation of collectors of reusable and recyclable materials.
