Abstract
This Decree establishes rules governing the National Council for Cultural Policy (CNPC), with the main objective of strengthening the governance, coordination, and oversight of cultural policies within the National System of Culture (SNC). The decree aims to define the CNPC as a consultative, deliberative, and supervisory body responsible for proposing and approving general guidelines for the National Culture Plan, monitoring its implementation, and overseeing the allocation and use of cultural funding instruments. It also seeks to ensure social control and participatory governance in cultural policy-making through a structure that integrates representatives from both public authorities and civil society. In addition, the decree aims to enhance institutional coordination and participatory mechanisms by detailing the composition, functioning, and competencies of the CNPC, including its role in promoting dialogue among cultural stakeholders, supporting the development of subnational cultural systems, and fostering intergovernmental cooperation. It establishes governance structures such as plenary bodies, thematic commissions, and participatory committees, while promoting transparency, accountability, and the integration of cultural policies across sectors.
